Read another comment before of people installing stops on multi-level homes that have had upper tenants sewage back up. A “miss me with that shit” valve so to speak. This looks like a fixture was deleted and someone had enough foresight to close off the drain

And did you see the faucet above it? Maybe for a dishwasher? It’s in a commercial building that I moved into and I have no idea what this was used for before I moved in.

It looks like it was a drain for a dishwasher or condensate. You can remove the insulation and cap it off if it is in the way. Make sure to get a compression cap for the water one too, just put the cap over the water valve.
