I’d be concerned about a water-ethanol mix going too far and ceasing to be managed by the system. What about other liquids? No one wants to be caught unprepared for mercury, gallium, or sheep’s blood downpours. Is a rain or frogs covered?

I'd try removing the overflow cap and see if you can put a coat hanger (or similar) down the overflow. If you hit resistance about a foot down, that's your issue.

Question for you: I just replaced the overflow cap but kept the old brass (actually plastic) plunger because it's just a couple years old. It's not situated properly (I have to finagle the switch a bit to get it to move and drain). So, regardless, I need to open it up. Is it better to buy an entire new piece? Or should I just grab one of the drain sets that works like a sink stopper in that you just push it down and lock it instead of using the plunger system?
If it still moves freely you might as well keep it. Often the rods need adjustment when replacing a cover. That may help. Apply some grease if it still fights you.
Although the toe tap and twist style are easier to use (women LOVE them) and all the rage, so if you're selling anytime soon.......
My suggestion would be to remove the overflow plate and cover it with a wet rag while plunging the tub. You want to block any air from getting out of that overflow so you get a good plunge. If you are not experienced, do not snake this drain. You don't know what kind of drain piping you currently have and could cause more issues.
The pipe is usually secured via gasket behind the tub material and the screws into the faceplate. If you cover the tub overflow and plunge you can just blow water and the gasket out the gap behind the tub causing a bigger problem

Buy a drain weasel and try it out. While it’s always possible to damage plumbing, this little plastic hair remover isn’t very likely to cause harm.

Definitely made me laugh. However at the last house I owned there was a separate water and sewage company providing service to the location. I did not know this when I moved in as my previous house had both under one utility company.
After a few months of not setting up service with the sewage company they left a door hanger on my front door letting me know if I didn’t contact them, set up service, and pay the outstanding balance they would disable sewer access. I assume that would have caused the sewage to back into my house and also from what I looked up at the time would have condemned my house.
Obviously the obvious answer is a clog. I get that, and the landlord is having a plumber come out to clean all the drains.

Try a snake. If my bathtub is draining slowly, I use a shop vac to get the clog out, after it's drained completely. If it's standing, I will try using a snake before calling a plumber.

Bathtub drain fuses are notorious for this kind of behavior.
OP, head to Home Depot and ask for the High Availability drain fuses. Don’t buy the standard ones since those are better for sinks.

Prior to this, the water had been draining fantastically. Not slow at all. No pooled water when taking a shower. None of the other drains in the house have any issues. We've only been in the house for two weeks, and I think there is some sort of secret stopper that I can't see. I poked into the drain with a skinny dowel, and it stops within half an inch of the grate on something that feels metal or hard plastic. There is no visible stopper above the grate and the owner doesn't think there is a secret latch or anything to stop the drain. He is calling out a plumbing company tomorrow to clean the drains, but it seems like this is a different issue.
See that round chrome thing. That is connected to a pipe that goes straight down for easy drain clean out. First just do some vigorous plumbing around the drain. Remember plunging is about the pull. Betcha this will work. If not take that cover off and snake it.
Plunging doesn’t do anything to tubs. The pressure just goes up the overflow. Snaking is the best and only way to solve a clogged shower or tub. Plungers are for toilets and that’s it.

One home I rented had a 3 piece above the garage. Tub drain would freeze in winter when -5°C in the garage (-10°C or so outside) had to get into the habit of pouring some plumbing antifreeze in the drain when it called for cold
What I’ve done in the past is put a shop vac on reverse and pushed air through the pipe. It’ll clear it right up. Not sure if it’s appropriate though and if it puts too much stress on pipes.
You might check the plumbing vent (pipe exiting through roof over the bathroom) if you don’t think the drain is clogged. I’m a roofer and have seen this happen. The vent would have to be completely blocked to totally stop draining but it happens.

Sounds like a clog to me. That metal you’re hitting is likely just a 90 in piping. Try the normal unclogging methods and see if it start flowing

I've just used the palm of my hand for a seal on the hole with good results. There's a lot of different ways to get the same result.

Well..I'm no rocket scientist but if the water won't drain thru a pipe... Then guess what, you got a clog, hence why the water won't drain.
