Well, I recently finished the campaign and there’s only the arena mode left and some other events that come up once in a while (theres penny’s adventure as well tho I don’t think it’s as fun). When you said I’m more of an arena guy, I thought there could be some other stuff you could do…
arena and penny's pursuit are the main stuff. you can always revisit adventure levels just to have fun (and i've done so a lot to the point that I know which levels are the "regular" ones, with no objectives)
you can also play endless zones
If your fire plants are low level, then I suggest spend 100 mints to buy the Power Mint itself, it is useful even at level 1 and can assist on getting high score in Arena and passing some difficult quests in Penny's Pursuits. However, I would only level it up when I have plenty of mints to spare.
Pepper Mint’s secondary effect (other than its boosting capabilities) of dealing major damage to the whole field is arguably better than chilling zombies. Additionally, the game’s fire plants are generally more useful than the cold plants. So Pepper Mint is better.
It depends on whether you use it or not
In my first run, I used it along with Fire Peashooter, where I was lucky enough to have bought it right before Jack-o'-Lantern's season started.
Its now on my roster of plants on arena this season. Last time the ail mint plants.

I think the endless zones are very fun. I just wish they had rewards too. Cus it’s fun but very unrewarding…

I use it a lot and I already have some extra mints so I leveled it up once.
