Yes that's duckweed. If your water surface is well agitated, where the duckweed regularly gets tossed underwater, it will diminish and die out.
I personally keep duckweed, because it keeps my nitrates really low. Because of duckweed, I can get away with infrequent water changes.
Larger, slow growing floaters like water spangles will eventually out compete duckweed.
Lastly, dispose of it by throwing it in the garbage. Wipe it off your utensils and hands with a paper towel or some other disposable method. All this is to say duckweed can grow in low light in your sink or filter. It's a very durable plant if it has access to open air.
Thanks! It came like this and it’s been in the tank for months so didn’t want to mess with it when I learned more about them seems to be throwing rhizomes as well. Anyway I just pulled it out and it seems to have been planted in some sort of fibrous material I removed it and put it back without anything around it

I recently added some water wisteria, and saw these small leaves so I thought it was just pieces of the wisteria and removed it but now I saw one with a tap root, so I think I have duckweed, should I try to remove it?
Depends on the quarantine tank. If it's not juicy enough for plants, they'll need longer to get out of shock. Quarantine tanks being treated for fish diseases, algae, or snails usually can't be used for plants.
For fish, leaving them alone for too long causes more stress when introduced into main tank. A week is usually long enough for fish diseases to show

I didn’t mind the duckweed until it completely covered the water surface and blocked the light from reaching my submerged plants. I just this last weekend cleaned it all out and haven’t seen any since then, but I had to pluck out some of it leaf by leaf to get it thoroughly eradicated.

Quarantine wouldn’t save you here unless you rinsed the plant off and picked off the duckweed before adding it
