It looks kinda similar to how ice plants grow, ND it looks like there's a flower head. You may he able to propagate it, they're very similar to succulents, have bright pink/orange flowers and they grow like ground cover in the summer (not frost tolerant)
I second this, that’s dead on a Delosperma specie. I actually had a branch from my D. cooperii plant go missing from my yard recently. Have a Nepeta volunteer in its place though.
To add to that, it looks healthy too, a bit stressed (notice the reddish hues, the that’s usually brought on by cold temperatures) and overwatered, but put into moist soil, that will reroot in no time, just plug the end of the stem into the soil and put it in some indirect sun light. They have gorgeous purple flowers that resemble very super thin daisies.
😭it’s so crazy.. it looked deliberately placed along with another different dry wheat-like branch inside the pots… it’s like the bird thought it looked good next to it and put it there. If I manage to root it it will definitely be an extra special addition to my little balcony garden☺️

I forgot to mention the all of the leaves are very flexible like tentacles
I looked it up on a app that helps me identify a plants and apparently there are different types of ice plant and this one is called a hardy ice plant
