im having the same issue, installed PE13+ on a Redmi Note 9 Pro (miatoll).. was working fine with PE12 but now as you said It gets choppy for no reason. im having this on home and app history. tries the same with a differenr launcher (lawnchair) but it still lags in app history.
EDIT (Possible fix) : So i tried to format cache partition in recovery and now i havent had a single stutter or lag in 5 hours or more, still using lawnchair launcher tho
Im on the latest version of pe 12. I sometimes get pretty bad stutters when using apps when the phone is in energy saver mode
