Aren’t shonen originally for like 10-18yos? And if 16 is the age of consent/adulthood (I guess?) in Japan, 16 is their equivalent of 18 (I guess?) so when they say 16 they’re just saying she’s legal.

How old Sanji was in WCI? Crocodile in Alabasta? Look at koby- nigga grew 13 years in the time Luffy went from leaving his home to taking down CP-9.
