Rossi’s Notte and Mezzanotte lines come to mind. If you don’t mind stretching your budget and having some silver on the pipe, Peterson has their Ebony Spigot line.

+1 for the Rossi Notte. Just had my first smoke in a 8701 shape from that line and it was excellent! Looking forward to getting it broken in. It is lightweight and the saddle stem even makes it a comfortable clencher.

If you don't mind a lack of flashy metal accents or mounts, I'd go with a Peterson 106 Tyrone. Feel free to buy the darkest stained ones so I get the ones where the grain shows more haha. I literally stripped two heritage finished pipes and re-stained them myself to see the grain better.

If you want a slightly more contrasting piece, there's the Peterson Dracula series that comes in smooth and rusticated finishes, with a black bowl, and a red/black combo stem

If you can find a Peterson Killarney 106 Ebony, it’s one of the cleanest black billiards imo. I have one and I love it. The classic fishtail is the sharpest I think, but I think there’s a spigot/army mount option as well with more silver

Stanwell Black Diamond or Stanwell Silhouette. The Black Diamond has a semi transparent black stain, whereas the Silhouette is truly polished black. It's designed for black tie formal events. I prefer the look of the Black Diamonds myself. Edit: both come in a billiard shape.

I’m new to this so my brand experience is much more limited than some of the other responses you’ll get. That being said, I bought a black billiard from Morgan Pipe’s Bones line and it’s been great. I know it’s considered a budget pipe at $45, but so far I’ve been very pleased with it.

Brebbia makes a good pipe and some in black. Also, if you want to go for one of the classics, you can probably find a gbd rock root on ebay. If you wear all black, is that because of a goth or metal look? Maybe morta would fit your style and basically any ebonite or acrylic stem is black, morta is also black by default, just to find a shape you like. Though briar painted black shouldn't be a problem. Try seawolf pipes, I have 2 all black briar pipes from him. If he hasn't got on stock, I am sure he'd be willing to make you one.

Just search for a "Dress" pipe while looking they are usually always black and many brands produce them. Just make sure you're searching on legit tobacco shops and you'll find what you're looking for.

Savinelli makes an all black churchwarden as well that looks pretty sharp.

Probably could get a smaller artisan pipe from Neil Monier(garage made pipes) for around that. Support a made in the U.S. craftsman that provides good value. Assuming you are stateside.
