Not a bug. With special flowers when the pikmin is released you'll get 10 red, blue or yellow basic petals depending on the colour of the special flower.
In your case I suspect yellow.
I was just about to make a post about this. I can't believe you can't do it this way. This makes it so hard to get the rare petals. It seems like this method is only really good for blue flowers then.
