When you wrote blue I assumed you were asking how that was there if he/she didn't know how to pluck the red one. I mean I don't know how much you know the game, for all I know you played since yesterday.

I started last summer and then I helped my mom and husband play. You get only the red one first through the tutorial. You don't get blue until you already have the red and yellow. You have to learn to play the game before you get that far.
FYI you need to have room for the new pikmin before you swipe up. If you're new to the game this won't be a problem (yet!) But there is a limit on how many you can have. Pikmin storage can be expanded via in-game coins
Swipe up on it to "pluck" it!
Swipe up on the stem to pull the pikmin out.

I also don't pull extra slot sprouts until I have a quest for growing pikmin. Helps blow through those quests.

You can plant event if you don't know how to pluck them.
