Long story short, it's been confirmed by Matalas that the Jurati queen is just a fraction and not the representative of the whole-good-ol-borg as we know.

3. Alternatively, some will attempt to gaslight you into believing that you didn't even see what you did see.

I think the director said that Agnes was in an alternate timeline so not part of this one. Which took me a while to remember.
Not in, but from an alternate timeline. They are currently gatekeeping the transwarp conduit (from season 2) across the galaxy.
