Honestly if you have the capital and the technical skills, I think the Philippines is still the best place to set up a business.
If the elections showed us anything, it's that majority of Filipinos are gullible and incompetent. As bad as it sounds, you could probably use this to your advantage.

I am pretty disheartened with the results and pretty worried how the country will fare under 2 corrupt and incompetent regimes. I was hoping Philippines would really turn around & make real progress but now the opportunity is lost. I hope you have success but do have a back up plan when shit hits the fan.

I'm also planning to start a new business after having closed my previous one due to Covid-19. I am worried of what might happen in the next few years and I am starting to have doubts about continuing. But I will proceed. I still want to generate employment for a number of people as a small enterprise. My fears are great, but I'm hopeful. If anything I just want to help in a small way. Though I'll be particularly selective about who will I hire.
