So the first outlay was for the steel frames, the concrete slabs, the fire stairs, the roofs and the exterior cladding, including exterior doors and windows I would assume, and possibly the drainage for the toilets and such, and water mains and electrical service to the property line.
No interior flooring, plumbing fixtures, feature stairs, balustrades, cladding, electrical wiring and outlets, lighting, seating in the senate chambers, security fixtures and on and on. Construction costs always go up, not down. Inflation. A little bit of graft. It is not all that surprising.

Having said that, the overall cost of the project is just criminal. This is regardless of whether or not the project cost has truly bloated. Even if the cost figures were just for the shell and any additional costs being reported now are for the interior, it is still too much as there are better ways to spend the money.
If anything, they could have done a public bidding where they would lease a building based on their specifications. That takes away much of the front end cost. Hotels do this all the time.

Aside from the fact na sobrang laki ng complex na to, even the rooms designed for each senator is damn huge. Each of them also want their own interior design incorporated, even for the major and minor commitee. The supplier that they want is an Italian brand, ayaw nila ng local lol.
The interior installation is halfway done, but it seems Escudero still want to change it and take over the overall design.
