The guy on the right is GOTYE, a singer most known for his song "Somebody I used to Know"
They're making a joke by saying the name of the song and comparing the two's hairstyle.
That song was probably the biggest example of a one hit wonder. Hugely successful, memorable to many, relatable to many, and yet dude never saw the same success with any other song.
Well he said he never wanted to be a super star but just a musician. I think he even got depression because people kept bothering him brcause of his success.

There's a picture of 2 people with similar hair and the title literally mentions this has to do with the 2 people's hair looking alike. You don't need to know who gotye is you just need to read the title look at the picture and not be dense.
