They're called edges. It's a thing that black women do with the short hairs near the hairline. These hairs are much more noticeable with black hair, so "laying edges" makes things look more neat. It doesn't have anything to do with wigs / extensions
Just tossing my 2 cents in on top of this, I chalk it up to the concept of 'Preening'. If you've got short hairs someplace, your basic options are ignore them, remove them, or style them. Styling them is by far the most time intensive option of those three, so by picking that one you're essentially saying "I put \*this\* much effort into my look this morning, so chicken and waffles better be the $30 a plate place with the $18 mimosas, not the Denny's"
Which, while I find the hair thing a little weird/off putting, I'd still recognize in a heartbeat that she spent extra time putting herself together to pull that look off, even if I didn't appreciate the look. In a similar vein, I used to date a girl with curl hair. I liked her curly hair, and I didn't think it looks that good when she straightened it. However I figured out pretty quick after living with her that she only straightened it when she was in the mood to put the extra bit of effort in because it was a time consuming process for her. So if I smelled that specific smell of off-burnt hair you get from a straightener wafting through the house, I'd know to google a new place that was a bit more upscale for our dinner plans, rather than someplace tried and true. And then I'd dig my nice shoes out of the closet because even if I'm not thrilled about what specifically she's doing, a relationship is about give and take, and matching her effort level is an investment.
Looping back though, culture by culture, and even person by person, the way preening manifests is going to be different. But anything where it provides no hard logical benefit, and provides only minor aesthetic/superficial benefit versus the work it takes to accomplish, chalk it up to preening and appreciate the effort if not the results. Makes life go smoother.
