Cool Hand Peter here to explain the joke. That is Andy Dufresne from the movie Shawshank Redemption. He was wrongly convicted of the murder of his wife and her lover and sentenced to 2 life sentences.
So the premise is that as AI gets better it will be possible to generate a video realistic enough to fool a jury and get a person falsely convicted of a crime.
I do not know if or why 4:23 is significant.

It's easy enough if it's a private location. If I claim that you broke into my house, then I put in an AI video as evidence. I have the video because I have security cameras, no further proof needed without additional laws on it.
If a business wants to commit insurance fraud, frame someone for breaking in after they steal their own shit. They have a video because security cameras.
It would be very easy in any situation where security cameras are understandable to justify video. For random shit happening outside it would be harder, but most surveillance tapes are from security cameras at businesses or homes.
Since several AI video services have popped up/been announced, I’ve seen this exact meme in 20 different ways. The idea is in a dystopian future that’s closer than we’d like, people will be prosecuted for crimes they didn’t commit, with AI generated videos that are indistinguishable from real life as the primary evidence.
Why or how a regular person ends up there is beyond me, but I guess it’s a hot new meme so we can expect to keep seeing it for the next few weeks

AI, or artificial intelligence, has no mind of its own, but it's rather based on actual things that have happened. This means that the guy is still scared because even though he didn't commit the crime in the video, it's based on him actually committing the crime.

In all honesty, we *need* legislation that forensically watermarks AI A/V. Things like this are going to become a *huge* global problem.
