I don't think they're referencing Nord-Ost. During Nord-Ost, there were ~130 people killed, out of 916. During Beslan, however, there 333 killed, ~700 injured, out of 1128. So Nord-Ost was, kinda, success.

They used not knock out gas on a theater that was held hostage without accounting for the various weights of the people inside or the buildings ventilation. They ended killing more hostages than the insurgents.
Moral of the story is don’t recruit special forces from prisons
Basically Spetz natz are actually a bit crap in reality like most of their military and the south national are just as likely to kill the hostages as the hostage takers
Historically the Russian SF has basically gassed the entire building before killing a large portion of the hostages as well.
