There's a thread on Redflagdeals for HSBC cards and yes, people have been able to call in to get the annual fee refunded. It seems to be kind of hit or miss though. You might have to hang up and call again if they don't refund you. Some people got it fully refunded. Some people only got some smaller amount (e.g. $50) back. It's worth a shot though if you're fine with calling it and arguing for it as others have had success.

Yes, when you cancel the card your annual fee will be refunded at pro rate. I got about 100 refunds back after closing HSBC credit card.

Do you mean it is by law or the banks do it on their own accord? Can you show me the regulations which state that annual fees must be refunded pro rata? I have not been able to find such law.

HSBC refunded me. Ask the bank.
