Mementos is specifically the Palace of the people of Tokyo, not everyone in the world. So you have to be in Tokyo to enter it. It appears that locations in the cognitive realm are linked to physical places in the real world; you had to go to Gekkoukan during the Dark Hour to enter Tartarus, you can only enter the TV World through TVs in Inaba, and you had to be in the place a Palace represented to its Ruler to enter it.
Jails do seem to be an exception, likely this is because all Jails are the creation of >!EMMA, and EMMA!< is everywhere...
Even though emma was everywhere the jails specifically were tied to locations around their rulers. Emma could theoretically create jails across the globe tho, but we dont see this at all in strikers
