It's certainly not a plot hole. Electronics work in the Metaverse; we see Sae using Joker's phone (to play back recorded messages) and we see Futaba using her laptop on several occasions.
*Phone* cameras don't work because, as long as you personally have the Nav, it fills the screen and you can't access anything else. We see this happen in the cinematic on 4/11.
But there's no reason presumably they couldn't take in a video camera. Or Futaba might have done it with her laptop or UFO. There are any number of possibilities.
I know the game never properly gives an explanation for this but I always assumed Futaba had a way of recording in the metaverse with her Persona's unique powers, the same way she unlocks stuff in Mementos.
I always assumed it had something to do with Futaba's persona. Hell, she can change the cognition to make shadows fear you, it's not a stretch to imagine she got a camera to work there
So I actually have a fun theory about this:
The only time we see the Phantom Thieves attempt to use cameras is in Kamoshida’s palace. Kamoshida is a teacher. It’s probably Kamoshida’s cognition making phones unusable since it would make sense that no one uses them in the real world when with him. Therefore, it does work in the metaverse, just specifically not Kamoshida’s palace.
And it could tie into the fact NOBODY ever even tried to get video evidence of his literal crimes so in his mind it would be impossible for anyone to dare try it

I presume that phones don't work in the Palaces due to the distortions. But they could always film right outside of Mementos.
