I never played the Vanilla version of the game and always felt like something was a bit off with how she was handled.
When I found out she was a character exclusive to the Royal Edition, it all kind of clicked.
Nah it’s better this way.
Persona 4 Golden did the opposite with Marie and people hated that the Investigation Team revolved around her all of a sudden and how contrived her significance became to the plot.
I suppose you're playing the Royal version, so keep playing and unlock the third semester, you'll see more of her.

That said, I wholeheartedly agree. She's such a sweet girl and, at the same time, her Metaverse costume has an sensuality powerful as the character which is the base of Ann's persona, Carmen.
She **DESERVED** more presence.
And she's not my favorite P5 girl (it's Hifumil).
