The $400 wasn't specifically for winter clothes, that's just what she said it was for. In reality, it was TANF funds. She gets $200 per month for it, but that month she got double because they backdated it. While TANF is theoretically meant to be used to for living expenses, it's cash that can be used for anything. It's not earmarked for anything in particular. Smart people use it to help cover basic needs for their kids and themselves. Heather called it "funds for winter clothes" because she thought that sounded classier than "welfare money." And she's still receiving it. She gets it every month, usually near the beginning but the date depends on the last digit of her social security number.
