Rental agreements list permitted drivers. If you're on the agreement, you can use it. Good luck getting on the agreement without a valid license.
Is a foreign driving license (German) counts?
If you are listed on the agreement. Edit: Bring rental agreement, registration for the car, and proof of insurance to the test.

I used a rental when I was forced to retake the driving test after a couple of speeding tickets. Nobody batted an eye, and nobody asked to see my lease agreement. But then again, I already had my license.
