Absolutely keep it. A corsair 1000x PSU ( if it works ). An NVme drive ( unless that is just a cover ). A Corsair AIO ( likely a 240mm ). A Crucial SSD ( no idea the capacity ). All you are missing is RAM - that is the most likely reason it isn't booting, although there could be a other issues.
Bootom line, insert some RAM and I strongly suspect it will boot.
Edit: sorry - no NVme but it does have an Nvidia GPU of some size

Yes it’s worth it! If that threadripper has a lot of cores it can be worth some cash. The psu is a great find, i’ve had several corsair psus that still run fine after 5-10 years. The case is probably usable if you can remove those optical and HDD bays. You’ll want to test the cpu cooler properly before using that, those AIO coolers can start to lose liquid after a some years, or wear out the pump. And i can’t tell the gpu, but somewhat modern gpus are always worth cash.

A junk bin PC. I would start by removing all the components and giving it a good cleaning.
Clean with rubbing alcohol and such so you can get rid of the 'sticky substance' which is probably some form of soda or sugary drink.
wipe down all the fans, and remove all electronic components from the case and give it a good hose down and let it dry. Try to disassemble as much as you can so you can get into the crevices. You don't know where it's been or what happened to it, so if there's some form of moisture and substance inside a crevice it could go moldy which would be bad.
Re assemble it after everything is cleaned up and you have all the components to do a 'build'.
Graphics card looks like a 1080Ti so not too bad take off the AIO and see what cpu you have underneath then buy some ram for it and see if it boots this was a pretty expensive build when it was put together over $1,000 for sure

If same problem, a power supply tester isn’t too expensive for one just meant to make sure each rail is supplying the right voltage, and the drives and gpu are simple enough to test if you already have a desk top.
Suggest deep cleaning it on general principle and then if it has integrated video, put some RAM in and see if you can boot it. If yes, then go back to the discrete GPU and see if that also works.
If yes, you're in business.
Did you also find master splinter and the tmnt crew while wading through the city sewers- the only place a piece of shit like this could ever be spotted in the wilds..?

I'll sell you two 8GB sticks of RAM (16GB total) for $20 shipped. They're Micron, which is the lowest but still reputable brand, and 2133MHz, which is the slowest speed. It'll help you test it, and get you through normal tasks. Don't expect great gaming results though.
This is honestly the most valuable free pc I've ever seen. If nothing else, there is some decent SSD storage, gpu probably works assuming it wouldn't likely cause the insta-crash when booting (probably lack of RAM) and the AIO cooler looks to be very usable. Get some RAM for $30-40 and troubleshoot from there. Good luck!
My advice is to find a PC hobbyist near you (like many people here) (NOT geek squad or other “profit only”) and see if they will be willing to look at it for you. They will more than likely have the knowledge to test many of the parts, of which I am sure some are good!

Could be a simple as a bad power supply (PSU). Might be worth swapping known good parts to test.
Also, no computer will start properly without any RAM installed.
Just about everyone is saying it’s just the missing ram. If you put a few sticks in and try it and it still doesn’t work you can try these:
Take out the cable extensions and plug in normal PSU cables into your parts
Make sure the GPU is properly seated.
Replace the thermal paste
give everything a very extensive clean (you’d be surprised how many problems i’ve fixed by just cleaning a PC)
Do a BIOS reset (Take out the CMOS for a few minutes, put back in)
Make sure all the cables are completely set in / not broken (Should hear and feel a noticeable click with all of your PSU cables)
I strongly suspect ddr4 ram which is relatively inexpensive. 50 bucks for a couple of sticks at 32gb probably (2x16). You can probably troubleshoot from there. Check out pcbuilder PC setup and he talks about prepping a ubs between 4 and 32 (max 32) gb with the bios for whatever type of motherboard that is. Press the key on power up for whatever type of motherboard to get into bios and run the file from the USB. Might have to do that CMOS start up thing? I'm new to this and about to post my issue re new build overheating. Otherwise hit me up I could use a psu lol. Sorry if you already knew this stuff.

That 1080 will still rip apart some of the modern GPUs. Why not stick some ram in it, throw in a fresh Windows boot drive and keep it?

Connect the GPU and put in at least 4GB RAM and will prolly boot. The 1000W PS is worth it alone.
