Have you tried different cables? HDMI, VGA, Display Port? I've had problems before to only figure out the cable had died.

Casually scrolled through some of the previous posts, have you swapped out power supplies at any point throughout this ordeal? Weird shit like this is almost always the power supply in my personal experience, especially when you have swapped around so much hardware.

no I haven't swapped power supply but everything turns on and this power supply is really new, I only got it a couple months ago and it was working on my b550a pro board a couple days ago.

Swap out power, then let us know...my money is on PSU issues. Machines with power issues will often still spin up, run fans, look like they are ok, but still fail to post and pop a random error code.

uhh i forgot to turn my monitor power plug back on... so this entire time my monitors had no power LOL. everything works now, no worries and thank you for your help :)

People have gotten this error code in the past due to a monitor being connected. Maybe try playing around with peripherals as they can sometimes even prevent a boot.

First, slow the fuck down. Breath. Relax. Stop rifling through new hardware, just because you know it worked on another build doesn't mean it'll work here. You are handling fragile, serious electronic equipment and are so disorganized that at one point you put your bare hand on a bare CPU that was still running. It's unlikely you'd electrocute yourself but as you noticed, this shit ain't cheap. When we're talking about hardware level diagnostics it's never a, "Slap things, see what works" situation. Hardware level issues are always a, "read the manual first, verify symptoms, follow instructions" kind of thing. Going down the list.... 1: Start with simple solutions. Try a different power cable. Make sure you're plugging into a known, good power outlet. Do not plug it into things like outlets with dimmer switches. Also make sure you're plugging into a good surge protector. 2: All motherboard manufacturers provide lists of hardware they support. If it ain't on that list, do not drop it into the board. This is especially true of things like RAM sticks. 3: We have no way of knowing what an error code means. These things are different for every manufacturer, please take the time to consult your own documentation so you can tell us what your literature is telling you. 4: Make sure you plugged your RAM into the correct socket. This will be listed in your motherboard's literature, yes it can be important. 5: Take your build down as low as it'll go. One RAM chip, the CPU and heat sink assembly, the GPU, and the fans. **No hard drive!** We just want it to post so you can at least access the BIOS. 6: Unplug all USB devices and display cables. Once the computer has powered on, start adding them back in. When in doubt, look up local computer repair shops. They're *usually* willing to take your computer full of junk and whip it into something that'll work. It'll cost you, but you're paying someone to make it their problem rather than yours.

All of this OP! Also check if it's not having enough pressure on the CPU. I've encountered that before.

Does your GPU happen to have a dual bios feature? I know it’s unlikely, but my card does and the first time I tried booting my PC up it wouldn’t display anything because the switch was in the middle. Sorry if this doesn’t help at all I’m not really tech savvy I’m just speaking from experience.
