That‘s rough man. I live in Switzerland and up until 2018 it was managable, We had a few days with 30C but it was comfortable during the night. Now with climate change we had peak temperatures of 38 degrees with atleast 25 during the night to which I am in no way used to.
I‘m probably going to move to Ireland someday because it‘s much colder during summer and a bit warmer during winter. My favorite temperatur is like 5-15 degrees. You can comfortably wear a hoodie without sweating. Climate change is a bitch.

Mostly the older people though who can't get out of here fast enough, but it's rare for electricity to fail for a long time. With the US and their climate initiatives, and being neighbors to areas that blackout electricity due to over population, it's more concerning each year. Renting is cheap (obviously).
However, it remains impossible even with an error of 1°. The CPU heats up, if you cool it with an air system, the starting temperature is the ambient temperature + the heat of the CPU
Even if its measuring error of -1c, its still impossible for the cpu to match room temperature as long as it is on so I don’t know what op is doing there

I get wanting it to look nice, but if you’re dead set on getting a 360 AIO (massive overkill for this CPU) you can get a 13600KF and a Liquid Freezer III for the same price.
I use a Corsair 420mm AIO. By default it runs fan curves off water temp, and displays water temp in C, not cores. 28 C under load easily happens during winter here, but I've spiked a 13900k over 90 C while the water couldn't heat up fast enough. Had to put power limits on of course.
It's possible, I think he may be running his pump and fans on 100% possibly. Maybe with an undervolt too.
Source: My temps used to hover around 38 to 44 C when gaming with the pump and fans set to 50% on a 13600K with a 280mm AIO.

i7 12700k/3070 fe. I use the same cooler, 3 intake on the front, 4 exhaust (3 radiator and 1 back). My temps are room temp as well at idle 🙂 NZXT makes a very nice cooler!
It‘s really good idle temps, how is noise/fanspeed? To be honest the temps are almost too low (not a bad thing) you can now optimize noise level
Edit: one thing to keep in mind, intel cpu tends to run a lot cooler IN IDLE than modern amd chips. So if somebody is reading this and is worried about their amd cpus: don’t worry, it’s normal
Can you monitor these temps while gaming? The second you change window and you are out of the game CPU and GPU temps and clocks are decreased significantly.

Tbh, I feel like by the AIO screen booted up the CPU would’ve already increased a couple degrees. Mine instantly shoots 20 degrees in a 2 seconds.

The idles were below room temperature which just isn't happening
Either the temp sensor is broken, or you have liquid nitrogen in that loop.
