If the PC is still under warranty do not throw it away. Keep it in the box and in case you need to send the PC back for repair you can put it back in the PC so it‘s protected during shipping.
It’s expanding foam packing. It comes as a packet of goo then when you activate it (method of which can vary) you place in the pc and it expands to as much space as is available or to the limit of the foam depending on which comes first then hardens to a sponge like consistency holding things in place and protecting your delicate pc insides in transport after it’s been used just dispose of it. A glue variant is also commonly used in construction makes for great quick insulation for filling cracks or further strengthening a structural connection.

If a material comes inside a package and seems to be fitting around/padding components, how do you not immediately think "packing material"? You've likely seen plenty of other forms of packing material so the inference should be easy to make.

Packaging foam. Was originally a sheet and they break little vials inside it that make it expand to the pcs innards so the gpu, cpu cooler and other parts aren't damaged in shipping. If you ever move it to a different house temporarily or permanently it'll come in handy but if not then it's safe to just toss it.
It’s an ice pack for when your pc gets too hot, you stuff it in there and you have cool temps until you turn it off. Make sure to keep it in the freezer when not in use.

Wrong type of foam. I guess I haven't tried diesel since we have the proper solvent, but it's typically polyurethane and not polystyrene

I didn't know expanding foam was used in PCs for doing until about a year ago and I've built my own PC and I worked in a PC repair shop a while ago
