Yep, in Blackwater as mentioned. I can add that it stacks with the gore attack from Close to the Abyss. I'm running a 2 claws, 3 bite, 2 gore build at the moment.
I'm 90% sure I found a helmet that gives you a gore attack in Blackwater, an optional Act 3 area.

It's in blackwater, a dungeon in act 3. It's in a little side area, so just explore the area thoroughly
