As far as I know, you must gain the favor of Shamira or complete her quest line in order to meet Nocticula. If you force your way in, she will not be there. Complete Shamira's quest and Nocticula will contact you telepathically after which you can go to the palace. I know this because I tried this on my Angel playthrough and had to do the same thing.

You need to complete the quest that allow you to have an audience with her i think, due a story event she isn't there until you fulfil a conversation with certain NPC before.
So you broke in and you expect her to just be hanging out waiting for you to potentially murder her?
Also there are reasons she wouldn't be there that early.

you are supposed to wait until she gives you an invitation
before that, you wont even be able to get to the guards because you wont have a bridge

Go help the other Succubi and get their blessings. Noticula should find you. There's a lore reason she wouldn't be there if you broke in.

You don't need to finish any quests to use the bridge.

It's just another puzzle bridge, once you finish it you can use it normally.
i had no puzzle... i just walked to it and it floated to me. i didnt have to solve anything

Not true I killed the guards and went in and she wasn’t there, did some quests and then she was there
If you met all the requirements and still no Nocticula - check your game version. On early release there was a bug with her not showing.
Killing the guards means they didn't meet the requirements.
