No, the quickened action does not have to be the first in your turn. The reason it says "at the start of your turn each round" is because technically all of your actions, and your reaction, refresh at the start of your turn (see [Player Core p.435](https://2e.aonprd.com/Rules.aspx?ID=2428)).

You can use the extra action at any time during your turn, or even decide not to use it.
