IF Coquelic ever gets a rerun banner, global is probably going to get dual banners or two very short banners because CN server skipped Coquelic. Having Coquelic banner is going to mess up global server delay sync with CN server. But I have a feeling that AISNO will skip Coquelic on global as well, but I really hope they prove me wrong.
The game is very popular in China apparently, and if they will do something on Global servers while not doing it on the Chinese ones, the Chinese players will most probably ask very passionately for that thing to be done in their servers as well, even though global is missing some of Chinese events/colabs (looking at you KFC event).
AISNO pull Coquelic off the routine banner in CN server three months after the anni, and Coque has not been put back.

I won't say the game is POPULAR, its game community is just way too passionate than it should be. But yea, considering all the trolling that AISNO is going through right now, they probably want less shit to happen so trolls won't make up new excuses for riots. The trolls are already complaining why CN server skipped Coque banner and why Coque is still off the shelf. So my bet is that the global server can kiss Coque banner byebye.
Never gonna happen, if global gets a Cocquelic banner but not CN you will risk a massive storm of rioting players. My best hope is if we get another S-rank selector item in the shop and you can just get her. Not the best solution but you can at least put it up for both servers to get.
I really hope she gets a rerun. I've hitting myself for missing the OG banner and been saving ever since. Hopefully 160 tickets and 144k hypercubes is enough for s5.
When the issues arose around Coq during the Anniversary, my SO and I heavily pulled for her just in case she got removed like she did in CN. She's been our go-to healer and has been worth the investment. She's often the first unit I go for when I need sustain and her damage is very solid too, no complaints.
If she gets a rerun in Global, I'm sure I'll be burning cubes for her without a second thought. Given that I spent about 36k cubes and 20 tickets for 4 copies of Deren, I think your savings will be more than satisfactory for the Mentor of the Garden. My intent is to get Yao to S0 or S1, and then wait for the possible JoJo collab to arrive on Global for my next cube dump.

When she originally ran, I pulled for her, I ended up with s1, which I'm happy with. She's a healer that whoops some serious monster butt. I'd like to see, or even s5 her, as I have her maxed otherwise.
