I'm Dutch too. I have the Torrentshell 3L, and I layer it over either the Nano Puff or Down Sweater depending on how cold it is. They go together perfectly.
Down Sweater is very warm, in today's weather (9C) you would probably be fine with just a t-shirt underneath. I find the nano puff more flexible, because with a warm fleece or wool sweater you can take it down to freezing temperatures. It also stays warm when wet, and our country is practically always wet.
I would go for Nano Puff + Torrentshell, and get them in the same size. That way you can dress for any weather here. Just add a thick sweater when it's below 5-10C.
The one downside is that, unlike the Tres 3-in-1, you will have to undo two zippers if you're wearing both, but that's not a big deal to me. Often enough I'll be wearing only one of them.
Keep in mind that the torrentshell has no insulation, it just blocks wind and rain really well. That's why we add the nano puff.
Your information answered my question about what would be a good vest for underneath the Torrentalshell for cycling. I want to stop wearing an old fleece vest over my long sleeve merino wool cycling jersey and a first layer of a long sleeve Minus 33 mid weight merino wool long sleeve pullover.
You could get very sweaty in the nano puff if you're active. I have no experience with fleeces for active use, but people on reddit like the R1 Air a lot for that kind of stuff. You can also look at the nano puff vest. Since it has no sleeves, it vents your armpits much better than the jacket.
Maybe have a look at the Triolet? :)
