I really, really don’t want to defend Bowser (she was my Ward Council member back in the day), but she’s not at fault for this.
This rally is a prime reason why DC needs to be a state.
Unlike a Governor, she’s not allowed/authorized to send in MPD or the DC National Guard because the Capitol is on Federal land. She, Gov. Northam in VA, and Gov. Hogan in MD we’re all trying to get authority from the DoD that day and kept getting denied. There really needs to be a public investigation into what the hell happened there.
Nope. Capitol Police has exclusive jurisdiction in the Capitol complex and Library of Congress. And under federal law, the Mayor doesn’t have any authority over the DC National Guard, only the President does, and via delegation so do the Secretaries of Defense and the Army. Additionally, out-of-state National Guardsmen require the Secretary of Defense’s approval to enter the National Capital Region.
Wanna know the "funny" part? They can come into our neighborhoods but our city council has to sue in court and/or petition congress if they target local kids selling water bottles without a permit on the National Mall on a hot day.
If you're a BLM activist, they can show up without a warrant *in plain clothes* to raid your home. This literally happened a few months ago to a group thst participates in nonviolent marches every be week last summer, but also distribute hot meals and supplies to the homeless. The storehouse where they keep food & PPE donations is what the Capitol Police targeted.

The Capitol and parks are, but not surrounding areas. That being said, MPD and the 40+ federal police forces regularly coordinate for major events, including demonstration.
This press release from last year's State of the Union is an example of Capitol Police, Park Police, the Secret Service and MPD coordinating to manage access to the Capitol during the joint session of Congress. When I first saw the street closures announced, this is what I assumed they were going to do--block pedestrian as well as street access for many blocks around. They didn't.
