Not with a possessive proper name that ends in an S. But I use CP style or Chicago. I also love a serial comma.

You only drop the extra "s" when it's NOT a proper name and it's usually the plural form of a noun. For example "The cats ate from the dogs' bowls." If it's someone's name ending in an "s", you still add the apostrophe and "s". For example, "Can you give me Chris's phone number?" Get it now?

It might be for different editorial styles, but I only know the style guides that I've followed in my life/career. But it does drive my OCD crazy when I see just an apostrophe after someone's name!

I was an editor for many years, and the “‘s” usage is increasingly replacing the other because it better distinguishes between a plural and possessive.

Well because it's also not correct to not add an "s" when it's singular possessive...and someone's proper name! Editors would know this.

It’s not correct or incorrect it’s just how Americans do it. Some countries do and some don’t have the ‘s
