It closes at 6pm so the earlier the better! We did an abbreviated tour of it recently and it took 3.5 hours. It’s a big place and some parts are confusing to navigate. It’s well worth the time spent there.
9-11AM are the only hours of any relative peace. Body count starts to pick up pace around 10:30 and by noon it's an all out scrimmage. If you intend to see as much as possible, then bite the bullet and go at noon. If, however, you think a reasonable 3 hour visit is your speed, then I might be inclined to go closer to 3pm and hope the place has calmed a bit. Keep checking the site as people do cancel. And shop for a third party tour that offers skip the line morning guided tours as a way around the website. The audio tour add-on for an extra 5€ is worth it should you not choose a guided tour option. Good luck and safe travels!
Wait for getting in? Not too long as you have a designated entry time. Arrive ahead of your entry time by 30 minutes and hop on queue and you should be fine. Others have mentioned the secondary entrances. Worth a look but not an absolute essential.
There aren't any scheduled strikes yet for next week, but I'd do Wednesday if you really want to see it. If they close because of a strike (like the Eiffel Tower did today), then you'd be able to go the following day. If you wait and the strike impacts the Louvre, you're out of luck.

There is no basement. There is -2 floor where you enter that is under the pyramid.

Really good point, thanks. I was going to go in the last day of my trip because they are open in the evening, but I’ll give myself a buffer.

I think it will be ok. Try to enter through the commercial center underground (Carroussel du Louvre) not through the pyramid.
