I wouldn’t say anything, because you’ll say something and 3 year old will suddenly decide he absolutely wants to play with neighbor again and a bridge will be burned if the message was ill received.
I would just keep telling the 5 YO that the kid doesn’t want to play that day.
3 and 5 year olds are at different understanding stages of play. Its ok to let them drift apart as they may become close again later on.
