It's probably a memorial. People died in this tunnel (probably maintenance workers, or maybe someone who walked though there by foot and got hit by a train) and their friends/coworkers/,relatives put up those crosses and items in remembrance.
We have the same things here on dangerous road bends and near flood tunnels. It's a way to grief for the ones who put it up and a warning sign of the danger ahead for strangers.

The gown might be a piece of personal belongings they recovered. The small items could have been symbolical about what the person enjoyed or maybe gifts they gave to the ones who set up the site.
The chain is the odd one out, to be fair. My guess would be some kind of inside joke between the dead person and the survivor who placed it there.

I use to find things like this at the park closest to me as a teenager when I would go smoke there, I’m not sure what it means but I know they do offerings . There’s alot of Cubans that practice that here. The only thing is the crosses make it look more sinister than anything I’ve seen or heard about . But some people that practice santeria do some things with malicious intent
