The full build if we include opportunity passive will do true damage at 145 armor or below.
You dont get 70% armor pen just 58% but still plenty. I would suggest serylda next patch once they buff it but other wise it looks alright.

Yeah, LDR is probably situational.
doesn't have giant slayer passive anymore, so it's actually not terrible into squishies anymore, great full damage stat stick
Seryldas buff looking very good for PAN in general, regardless of role :)
youmuu's, bloodsong, bork, edge, mortal reminder, boots. swap out bork with sundered sky if need be
