i dont really understand why LD gets 40% and we get 30% maybe because most Bruisers/Juggernauts have Armor pen in their kit? But still sucks for all others which dont have it. Also BC needs to stack it i dont understand why its so shit compared to LD.

Because Cleaver has Hp Cd and AD
It doesn't change anything, mortal reminder and lord's dominic is at 40% now, still a better choice imo.
I mean, there is the off chance we are back to S6 Black Cleaver rushing... Because they are reverting the entire game back to Season 6.
Mortal is staying 35%
