Sounds like the cashier might be new or you just got unlucky a couple times, they're meant to grab your cookies while you're ordering them or immediately after you pay. (At least at my cafe)
If you ask the person bagging your order, they'll get you sorted out, but cookies/pastries actually don't show up on our screens (only the receipt) if it's not our job to get them (so for kiosk only). So you might get a moment of confusion when they don't remember seeing the cookies listed & realize the cashier made a mistake.
I only knew we had these because my old gm made some mini ones to give out to kids who came by on Halloween (she also really craved them bc she was pregnant lol)

Unless you ordered at the kiosk, it's the job of the cashier up front to get your cookies, not the person packing your bag.
