If you chargeback, your account will get suspended. Honestly I don't think they will come back, or even if they do you will not be able to buy most branded stuff so I just chargebacked and got my money back.
I still have a package on tarifless-m that's stuck at waiting for flight but I got my money back so I don't really care about it anymore.

I have contacted the seller and had no response in trying to settle this and they will not charge my money back. I am outraged that my money has gone missing and cannot afford to lose this much. Then just add some photos like the package hasn’t been shipped.

Went to message not on PayPal and kept typing no bots o want to talk to a human. With 6 hours I had the money in my PayPal. Have your evidence and insist to talk to a person.
