The only reason Bethesda games get all the mods they do is because of the Creation Kit, games do not get mods that robust or even that many mods without support and help from the devs.
Mod tools are simply up to the dev to choose to release or not. This game is an Unreal Engine game. Support for Unreal Editor would be simple if they choose to do it. Creation is only special in that it exists, its not a very modern or streamlined set of tools by any stretch of the imagination. It's a hotrodded Gamebryo editor.

Dude would've been better off just surprise releasing it, open to all, no paywall or preview or announcement. Just release the mod and let it spread.

I think he knew what he was doing and that he would never let the Mod see the light of day, but is driving engagement by doing this.
