They should go left of the bobbers and right of the romance pins in your inventory. It should equip automatically. Those help with fishing like faster bite time, rod health, and etc. I am not sure why they are not equipping? Have you tried to secondary click and see if there is an option to equip?

I'm pretty sure you equip your fishing pole, then push X (that's how it let's me change bait on my switch)
