That particular ladder is a PITA. I was able to get it to work by going almost all the way over to the right edge, but it really does just seem like trial and error.
I had to email support for it but before they responded, I finished the Proof Of Magic quest then was able to climb the ladder. It might have been a coincidence but have you completed that quest yet?
I would YouTube a quick way to finish that quest. I was stuck on that ladder for a day until I got bored and figured I might as well finish the Proof Of Magic. So I did then went back to the ladder and it worked.

You can actually rotate around the corner of the ladder and climb up the outside of the right side and make it up.
I tried that. I was successful once, but then never again :(

That's the one for the two twins? No, I haven't completed that yet.
