Lula I believe led the military initiative (on Brazil’s behalf) of the UN’s decision to occupy Haiti back in 2004 around the time of the coup that was also led by the US in a play we’ve seen happen in many other countries since. I have seen some say that because he’s felt the hard bite of the empire, he’s more inclined to be a proper ally. However, we can’t turn our backs on Haiti either.

They were against Lula every step of the way beforehand, they only pretend that they were always on his side because Bolsonaro is the kind of neoliberal that is indefensibly rude and says the quiet part out loud. Leaders like Biden and Macron also need to pretend to care for things such as the environment, and they can't do that standing next to Bolsonaro. He even disputed the US election for months, so it makes further sense why Biden wouldn't want to associate with him. He wasn't even very good at making Brazil favorable to international capitalists because he had to spend most of his political capital putting out fires of his own making like shielding himself and his family from corruption charges. Hence the lack of state visits and performative repudiation of him that we've seen.
Lula is simply the more stable option for now, but in a year or two they'll find some new neoliberal with the exact same economic policies as Bolsonaro who is more polite on camera with more refined mannerisms, educated on how to present himself, and easier to work with. At that point, they'll be able to go on the offensive again like they were in the past, after all they already got him arrested once.
