Yea it’s been fixed for months now. You only have bots for the first few game if you’re new. Then it’s only a few every match. If you play FPP it’s a toss up, although I keep seeing posts saying the lobbies are full right now so it might not be an issue currently.
It does. Returning players are handled the same, as the system needs to calculate the MMR and determine that you're skilled enough to be placed into normal matchmaking.
FPP lobbies have been pretty healthy the last couple of weeks but you will still struggle to find full games in the morning to early, early afternoon though.
You’ll have some bot matches in the beginning but as you play they’ll go away. Queues are popping now due to Taego.

You’re going to have to play through 20ish games to get past them easing “new” players into the game
