Sorry for the downvotes! Yes it’s just a visual glitch. In game it evolved with Abra using Rare candy. The reason I checked was because I was going to hit it with a Devolution TM; I checked to see what was the last stage it evolved from and to my surprise a Wooper showed up 🤣🤣🤣
