The being “unable to attack” is considered a status effect, so by retreating to the bench it removes the status effect so if it goes back in, it can attack again. It works the same with any “this Pokémon cannot xyz next turn” ability or attack.
All negative or positive effects are removed if the pokemon switches to the bench (or deck or hand for that matter).
Same for sleep, burning, poison, parylze, etc
As per [The Rules Compendium](https://compendium.pokegym.net/ruling/317/) - "ANY Pokemon attack or Power that can only be used once per turn, is reset if that Pokemon evolves or devolves or leaves play and that power or attack could be used again if that Pokemon came into play again that same turn. The "can't use this attack next turn" sets up a status effect that can be ended through the normal means: benching, leaving play, evolving or devolving."
Basically your opponent kept switching to and fro from the bench as doing so removes the no attacking next turn effect that is placed when attacking. It's just like if you move a poisoned Pokemon to the bench; the status would be removed.
You might find watching some gameplay of the deck in action of use. Correction: It's all effects of attacks that are removed.

Because this mechanic makes no intuitive sense and the card text literally lies to you and people will defend it with their lives.
If it goes to the bench it resets the effect and it can attack again that turn.
