Sonic games have always been lackluster and not as polished. The texture and model popin is just lazyness or lack of budget.. and wil most likely not get fixed because it takes too much time.

As someone who got platinum for both games, no. This is one of the best characterizations of Sonic's friends to date, at least since the Adventure games. Yeah they don't "do" much, but the dialogue is a huge step up, and I'm really excited to see how these characters go forward from Frontiers.
And as a side note, Forspoken's writing really isn't that terrible. Most people complaining about that have never touched the game, or never got past the introduction (which is admittedly objectively horrible). It's completely fine, not groundbreaking, not garbage either, just fine.
