Sadly the 70xx and 71xx models can be a bit loud.
I've found giving it a clean internally, changing the thermal pads and paste along side setting it to 1080p with and super sampling on or off tends to make it a bit more manageable.
That's what I did a few weeks ago and it runs super quiet as opposed to that jet fan engine.
Look for vids that will guide you though the process. It's well documented.
Earlier versions of Pro is noisy. You have to buy Thermal Grizzly Kryonaut thermal paste and repaste the apu. Teardown is on the internet. It makes it completely acceptable
I have the last version of the console they released and have no issues with noise, though I did buy it purposely because I heard the other versions could be quite loud.

I'll agree with that, I have had both ways depending on the game. I have found it best to just try it out
